If your end product which includes a theme (or multiple themes) is going to be free of charge for the end user, then you need a Regular License.
If you are a freelancer or agency and you charge your client for your services to create an end product, you can choose Regular License as well. But you cannot use the Regular License on multiple clients or jobs.
Note: an end product can consist of multiple / unlimited number of spaces using a theme, as long as it is free of charge for the end user.
You require an Extended License if the end user must pay to use the end product or if you offer an on-demand web site or app where end users can create their own spaces using a theme.
